Every Act, regulation, amendment, compulsory specification and draft that governs a South African food, beverage or pharmaceutical manufacturer, in one register, with the gazette reference and a link to each. Food law, environmental law, water, waste, emissions and occupational health and safety.
Last verified against the department listings on 10 September 2026A South African food plant answers to at least six departments. Health for the Foodstuffs, Cosmetics and Disinfectants Act 54 of 1972, Agriculture for the Agricultural Product Standards Act 119 of 1990 and the Meat Safety Act 40 of 2000, the dtic for compulsory specifications and legal metrology, and Environment, Water and Labour for waste, effluent, emissions and worker safety. This register carries 413 instruments across 42 parent Acts.
How to use this register
Search by number, by keyword or by subject. R.146, allergen, canned fish, GMP, levy, effluent and mycotoxin all work, or use the sector and subject buttons to jump straight to the instruments for your product. Then narrow by industry, by department or by whether an instrument is still in force. Entries are grouped under the Act they are made under, because that is how an inspector and an auditor will ask about them.
Where an entry carries a status of Draft, it is out for comment and does not yet bind you. Superseded means a newer instrument has replaced it, though a transition period may still be running. A handful of entries could not be matched to a published document link, and those say so rather than sending you to a dead page.

A SANS standard published by the SABS is voluntary and nobody commits an offence by ignoring it. A compulsory specification, cited as a VC, is a technical regulation made by the Minister under section 13 of the NRCS Act 5 of 2008 and enforced by the National Regulator for Compulsory Specifications. Most VCs work by pointing at a SANS standard and making it binding.

The 2008 reforms split standard setting from enforcement. Anything that describes SABS compulsory specifications, or says the SABS enforces a VC, is describing the world before 2008. The same mechanism explains net quantity: SANS 289 and SANS 1841 are voluntary documents that the Legal Metrology Regulations of 2018 made legally binding.
Which laws actually apply to one product?
More than most manufacturers expect. A single canned fish product sold in South Africa answers to at least four separate layers of law, administered by three departments, and compliance with one says nothing about the others.
