What is a paperless food safety management system?

A paperless food safety management system is software that holds a food business’s entire food safety programme as digital records: the HACCP plan and its hazard analysis, the prerequisite programmes, the daily and weekly checklists, the monitoring records against critical limits, the corrective actions, the supplier approval files, the training records and the audit evidence. Each record carries the name of the person who made it, the time it was made and any later edit, which is what auditors call attributable, contemporaneous and original. The paper disappears, the system does not change. As at October 2026, a system of this kind costs from R499 per site per month in South Africa for basic hygiene records and from R3,800 for a full document FSMS, excluding VAT.

What it holds

Everything an auditor or an inspector asks for. The documents, under version control, so that the copy on the floor is always the current one. The checklists, assigned to named people with a frequency, so that a 10:00 cold room round is a task that is either done on time or escalated. The monitoring records, with the critical limit beside the reading, so that 9 °C against a limit of 5 °C opens a corrective action by itself. The supplier files, with certificate expiry dates that remind the supplier before they lapse. The training matrix, the pest control visits, the calibration records, the internal audits and the management review, all in one place, searchable by date, by clause or by person.

What it is not

It is not a document management system. Those control documents well and know nothing about a check being due. It is not a generic checklist app. Those capture ticks well and know nothing about a critical limit, a lot number or FSSC 22000 clause 8.5.4. It is not a folder of templates behind a login. The templates are the smallest part. The scheduling, the escalation, the limits, the traceability and the audit trail are the system.

What auditors accept

FSSC 22000 Version 7, BRCGS Issue 9, SQF and IFS all accept electronic records, and so do South African environmental health practitioners under R638 of 2018. In South Africa the Electronic Communications and Transactions Act 25 of 2002 gives data messages legal force. What auditors look for is the same whether the record is on paper or on a screen: who did it, when, against what limit, and what happened when it failed. A digital record answers those four questions more reliably than a clipboard, because the time stamp is not written by hand.

Who builds the content

This is the question most buyers forget to ask. A system is only as good as the requirement set loaded into it. Is a paperless system legal for food safety records in South Africa?

Yes. The Electronic Communications and Transactions Act 25 of 2002 recognises data messages and electronic signatures, and FSSC 22000, BRCGS, SQF, IFS and R638 inspections all accept electronic records that show who, when and against what limit.

Does it work without signal?

Checklists already open on a device can be completed without signal and upload when the connection returns, with the time the check was actually done. Keep devices charged during load shedding.
