Paperless food safety in the UAE, written to the Dubai Food Code and ADAFSA.
HACCP-based food safety programmes, Person in Charge records, temperature logs and supplier files for restaurants, hotels, central kitchens, caterers and factories in Dubai, Abu Dhabi and the northern emirates, with prices shown in dirhams.

ASCloud is a paperless food safety management system built in South Africa by ASC Food Safety Consultants and available to food businesses in the United Arab Emirates. It holds the HACCP-based food safety programme the Dubai Municipality Food Code and ADAFSA Regulation 6 of 2010 require, together with FSSC 22000, BRCGS and ISO 22000 requirement sets for manufacturers, with missed-task alerts, named-user sign-offs and scheme updates included. The full document FSMS costs R3,800 per site per month, about AED 856, excluding VAT, with online setup from R5,000 and the system live in five working days. As at October 2026.
Who regulates food safety in the United Arab Emirates
| Federal food law | Federal Law No. 10 of 2015 on Food Safety: every food establishment must apply food safety regulations based on approved hazard analysis, keep documented registers of compliance, trace food and keep distribution records, and withdraw unsafe food |
|---|---|
| Dubai | Dubai Municipality Food Code: a documented, Dubai Municipality approved food safety programme based on HACCP principles in every food establishment, at least one certified Person in Charge on site, audit reports from the last four years available on request. Dubai Law No. 5 of 2025 on public health empowers the responsible authority to audit food safety systems and set record-keeping periods |
| Abu Dhabi | Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) Regulation No. 6 of 2010: a food safety management system based on HACCP principles, EFST food handler certification, temperature and calibration records kept for three years |
| Northern emirates | Municipalities of Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain enforce the federal law locally |
| Currency | UAE dirham (AED), pegged to the US dollar |

Why UAE food businesses go paperless with ASCloud
A UAE inspector can arrive at any hour and ask for this morning's receiving temperatures, the Person in Charge's certificate, the last pest control visit and three months of cold room logs. Paper files in a back office cannot answer that in the time an inspector gives you. On ASCloud the record is made on the line, on a phone or tablet, stamped with the person and the time, and found with one search. Missed checks escalate to the Person in Charge the same hour, which is the difference between a clean inspection and a notice.
Hotel groups, airline caterers, hospitals, oil and gas operators and the large retailers in the UAE routinely expect their suppliers and contract caterers to hold HACCP or a GFSI-recognised certificate. ASCloud carries the same records from the Food Code programme into FSSC 22000 or BRCGS certification when a buyer asks for it, without starting again.
Buyers, markets and the standards they ask for
- Dubai Municipality and ADAFSA inspections assess the documented HACCP-based programme and its records, so completeness and timeliness of records decide the grade
- Hotel groups and institutional buyers in the Gulf widely expect HACCP certification from food suppliers and contract caterers, and multinational brands ask for FSSC 22000 or BRCGS
- Exporters to the EU and UK face Regulation (EC) 852/2004 Article 5 HACCP-based procedures and retailer BRCGS expectations; exporters to the USA face FSMA preventive controls and, from 20 July 2028, FSMA 204 traceability enforcement
ASCloud holds Codex HACCP, FSSC 22000, BRCGS Issue 9, SQF, IFS Food and ISO 22000 requirement sets, so the same site can satisfy the Municipality, the hotel group and the certification body from one set of records.
What a Dubai or Abu Dhabi site gets on day one
- A HACCP-based food safety programme written to the Dubai Food Code and Codex, with the hazard analysis, CCPs, critical limits, monitoring, corrective action and verification records as live tasks
- Person in Charge register with certificate expiry reminders, and food handler training records with EFST or equivalent certificates attached
- Receiving, cold room, hot holding, cooking, cooling and reheating temperature logs with limits that force a corrective action when breached
- Cleaning schedules, pest control visits, calibration and maintenance records on one completion calendar
- Supplier approval files with certificate expiry reminders, and lot records that answer a traceability question in minutes
- An inspection pack by date or by Food Code section in one export
Setup, support and invoicing
Setup for sites outside Africa runs online: an ASC specialist configures your documents, process flows and users over screen-share, loads your requirement set and trains your team in two live sessions. On-site days in the Gulf are quoted with travel before anything is booked. Support runs during South African office hours (the UAE is two hours ahead of South Africa). Invoices are issued in South African rand, quarterly or annually in advance, by international transfer.

Questions from the United Arab Emirates
Can a food business in Dubai or Abu Dhabi use ASCloud?
Yes. ASCloud runs in a web browser and on iPhone, iPad and Android, so a central kitchen in Al Quoz, a hotel in Abu Dhabi or a factory in Sharjah uses it the same way as a plant in Johannesburg. Setup and training run online in Gulf working hours, prices are shown in dirhams and invoices are issued in South African rand.
Does ASCloud replace Dubai Municipality's digital platform?
No. Dubai Municipality's own platform handles registrations, permits and the notifications it requires. ASCloud holds your HACCP-based food safety programme behind those: the hazard analysis, the CCP monitoring, the cleaning, pest, training and supplier records, with the time stamps and sign-offs an inspector asks to see. The two work side by side.
Does the Dubai Food Code require a HACCP-based programme?
Yes. The Dubai Municipality Food Code requires every food establishment to implement and maintain a documented, Dubai Municipality approved food safety programme based on the principles of HACCP, and to employ at least one certified Person in Charge. ASCloud loads a requirement set written to the Food Code and Codex HACCP, so the programme and its records are in one place from day one.
How long must records be kept?
The Dubai Food Code requires written reports of food safety programme audits from the last four years to be available on request, and purchase and lot records to be kept for at least the shelf life of the product. ADAFSA Regulation 6 of 2010 requires temperature and calibration records to be kept for three years. ASCloud keeps every record for the life of your subscription and exports it in full when you leave.
Do records have to be in Arabic?
We found no requirement in Federal Law 10 of 2015, the Dubai Food Code or ADAFSA Regulation 6 of 2010 for internal food safety records to be kept in Arabic. Arabic is required on consumer labels. ASCloud runs in English and Arabic field labels can be added to your checklists during setup.
Where is our data stored?
ASCloud records are hosted in South Africa. Operational food safety records carry little personal data beyond the name of the person who signed them, and for the staff records that do, your contract includes a data processing clause written to the UAE Personal Data Protection Law (Federal Decree-Law 45 of 2021). Ask for the sub-processor list and the security questionnaire before you sign.
